Pinning tab groups

A feature I really need from arc in zen, is to be able to pin the tab groups. I think it's an essential feature. Is there a way to implement this?

@MatsukiTsushida I would love this so much, we are waiting for the Zen developers to finish tab folders where you should expect the following things.

1. Tab Folders
   • Nesting Tab Folders
   • Pinning tab folders (most likely the only option.)
2. Tab Groups
   • Nesting tab groups
   • Saving tab groups for later

I would expect both of these things to be very well polished for the Zen feature set like Split Views, workspaces, and Glance.
