Porting to Julia

Hi everyone!

Apologies in advance if this is not the right section to post this message, I was wondering if there is any interest on porting Clipper2 to Julia.

There is a wrapper of Clipper1, however, I didn't find anything about Clipper2.

like you can see i cant make work
