Description
I went through all the NPCs who have spells on them (and some who don't), and turns out a lot of them can't cast any because they lack the scripting.

Lore accurate Mantuok - It always seemed odd to me that the devs didn't give Mantuok any spells, even though he's described as a mage of some talent, has spellcasting animations, is supposed to be a rival of sorts, aims to grow in power by serving powerful figures like MAO and Lothar who are both spellcasters, appears in a lot of promotional material, and has a Grimoire of Pestilent Thoughts. Even if the latter disparages him, it may only be because he failed and died at your hands anyway.
With the new ability, he becomes a bit more of a challenge, and it makes sense that there's a cheese strat (literally) to snuff him out quickly if he gives you too much trouble (at least in the Bones of Night area, I didn't change his script for the Warrens of Thought where he zaps you into prison anyway); also, imo, it explains why he's so cocky, considering he has PW:Kill and isn't afraid to use it, and he kind of gives me a Lieutenant vibe from Fallout as a pushy underling miniboss of sorts.
I included the modded files as a reference in case you want it (cre, dlg (just removes his attack instruction to allow him to cast spells instead of beelining into melee like a dummy), bcs)
At first round he quickly buffs up with spells (Cloak of Warding and Shroud of Shadows are there to simulate Stoneskin and Improved Invisibility effects), before unleashing a barrage of spells - signature PW:Kill, other Pestilent Thoughts spells, and spells that Cranium Rats use.
Stats change: Class changed to a mage, level set to 18, HP increased, AC improved (doesn't matter much, still gets stomped on unless he has some sort of stoneskin effect), exp reward increased tenfold

Ravel spellcasting: apparently the old crone had some charges of the Acid Storm memorized, maybe let her cast that too on her repeated Black Sphere casts? In every case after the first, add in 0610RAVL.bcs:

Sebastion spell casting: the mage in the Lower Ward apparently has a full spectrum of spells, but he never uses it on disturbers of peace. I scripted a rudimentary behavior that lets him unleash those, included here.

Kitla spell casting: there's probably not a world where you'd attack her, but she had spells so I made her use them.

Agril-shanak spell casting: surprisingly, he had some spells too; You probably won't attack him normally, but what if he reappeared wandering in Carceri later on, engaged in dialogue with you and thus it would've been a nice, tough encounter? It makes sense too, the grandma would've probably unleashed him to cause more chaos
