chore!: Update hugr-py to 0.7.0 (#538)

Update to the latest hugr-py version.

I added `pyproject.toml` to the release-please files, so hopefully it
should catch it and make a release PR for tket2-py.

BREAKING CHANGE: Breaking dependency update to `hugr 0.7.0`
