Future of WASMVM

So, this repository ideally doesn't exist.

However, what if it could do something crazy cool?

I propose defining cosmwasm contrabcts as some kind of an rpc standard.

Pulling the VM out allows for each contract binary to have an ipfs address, and for contracts to be addressable like that, but that is not implemented here. I think that contract portability between chains would be a really huge thing.
