blocked-names and blocked-ips should be directory capable

Since hot reload's a thing now, I think it'd be nice to have multiple files for each of these, then you could set crons, scheduled tasks, or use a package manager to fetch some lists, and put them in the blocked-names or blocked-ips directories. This way all you have to do's listen to the directories, and any new files can just be hot reloaded.
