How to restrict this to IP

This is a wonderful feature.
How can this be restricted to be used only by certain users and not let common customers access it?
Is there a way to restrict this file for certain IP address.

And btw, how to use this? I added the file to magento root folder... doesnt seem to work if I access the url/file.php and click the commands.. It is taking me to url with commands concat on the url...
