Send email if config server fails

Currently, if Hyperion sends a request to the config server and that request fails, then Hyperion will log a message and then attempt to read the file system directly. We'd like to be made more aware of when the config server fails, so it would be useful to receive emails when/if this occurs

## Acceptance Criteria
- Email send out when config server fails, rather than just a warning log message
