Add the ability to park the aperture/scatterguard and beamstop #1197
Description
Currently, we unpark the aperture/scatterguard if required but we have not implemented the ability to park them. This will be needed when mx_bluesky is in charge of doing the make_hutch_safe functionality of GDA.
Acceptance Criteria
- Aperture/scatterguard and beamstop can be parked
