Multiple file select for download only downloads one file

The UI allows selection of multple files (for ex. in the filesystem view) and allows user to apply "actions" to this group. One is download.

If multiple files are selected and "Download" selected, the browser toast only shows a dialog for the first file in the series -- which is the only downloaded. No other files in the set are downloaded.
