i've implemented this way
This is div of modal

 var infoContainer = document.getElementById('panel-shortcuts');
 cmdm.add('open-info', function() {
      infoContainer.style.display = 'block';
      modal.setTitle('Settings');
      infoContainer.append(editor.Traits.render());
      modal.setContent(infoContainer);
      modal.open();
