Is the standard for the Electronic Systems Intermediate Representation (ESIR) available?

I have not been able to find the standardized open-source Electronic Systems Intermediate Representation (ESIR) developed by JITX for the national Electronic Resurgence Initiative. Is it available? Could anybody please point me to it?
