[Kavita+] Apply age rating and genre/tag mapping outside of matching

Idea Description

There should be a way to trigger the age rating and genre/tag mapping without it being tied to a series getting matched by K+. This will allow extra tags/genres added outside of matching to be considered when mapping. Preferably there would be a bulk button on the metadata page to apply to all libraries. There could also be an option in a library and series actionable menu so that it can be triggered more selectively.

This can also give K+ more value as this would be a way that we can leverage the feature to be used on libraries that are not K+ eligible for metadata since it does not necessarily need the metadata to be generated by K+.

I will say this is hooked up already for ComicInfo/Epub/Pdf ingestion by the scanner loop, but I do agree, for existing setups, it would be nice to be able to reprocess all data. This is something I need as I made some poor tagging choices when I tagged my collection.

This has been delivered with nightly (v0.8.7.6) and will be out with v0.8.8 stable release.
