Viewport docked widget stops actually resizing when width is limited, just clips the side

This is a different thing, but I just tried it again and noticed something. When the window is in floating mode it enforces a minimum window size that prevents this from happen, but doesn't do that in tile mode. I think we should look into getting rid of the minimum size in general
