Hi,

I saw a notice that was send (SDK 1.9) with no offers despite this choice in section LotResult :

Decision of the buyer, not following a tenderer's request to review the award, because of technical or procedural errors

Hi,
It looks like no winner has been chosen and decision of non-awarding the lots was made by the buyer. There are no contracts defined.
Information looks consistent. There is also no obligation to publish details about the non winning tenders, if any.

the last set of extracted lines is part of the fields.json file and for version 1.9.5, lines start at line 5083.
Also the codelist and its content are available at winner-selection-status

So if i understand OPT-321-Tender is mandatory with SDK 1.9.0 only if BT-142-LotResult is selec-w ?

Otherwise are you abble to know (from the link below) if this notice was really sent on a service base on SDK 1.9.0 or if there was specific develepment added ?

I am asking again because the developpers I work with tell me that unless bt-144 is "no-rece" it is mandatory to have at least one tender in SDK 1.9.0 (and also one contract). So i'm a bit lost.

The applied set of rules based on the SDK version specified in the notice (i.e. SDK 1.9).

Looking at the fields.json of SDK 1.9, OPT-321-Tender:

• is forbidden if BT-144 is "no-rece" (i.e. no possibility to specify tenders when no tenders have been received),
• is mandatory when BT-142-LotResult is set to "selec-w"
