Make Use of Caching in Actions?

It'd be nice to be able to skip building Xerces and OpenSSL. Maybe even ACE/TAO if possible. Would have to figure out how to do that though. Combined with using prebuilt host tools from #5, it would probably take at least  5-10 minutes off the builds with security.
