How to allow via generation of the top routing layer

Excuse, I have noticed during the operation of ORFS that if the MAX_ROUTING_LAYER is set, it will not generate vias on that layer. If I want to route wires on this layer but generate vias, what should I do?

You should get vias from below but not from above (as this is the max).

I think it will get vias from the below layer. Because when I set the MAX_ROUTING_LAYER = Metal4, It will report:
