Describe the Issue

Automated miners (Like RFTools Builder) try to break ores that are in Gold Rush a thousand times a second, resulting on dozens upon dozens of stacks of raw material lying on the floor until the ore block finally disappears.
This is not really balanced, as a player could not break blocks at this speed.

Gold Rush should maybe only apply to blocks broken by player for balance.
