Web client does not work

I am trying to run the web client in the urban-pulse framework for visualization. I have computed the pulse form my data and they are saved in `/vis/src/data/nyc/`.

Bt when I got to `vis` folder and run ng serve, I am getting an error `No projects support the 'serve' target.` Can you tell me how can I get the web client working? Thanks for your help!
