CPU deband not working

Selecting CPU as the method of debanding does nothing.

To Reproduce
Open any video that has noticeable banding or scenes, and try to enable the debanding options in the new menu. Only the GPU method is actually working.

Here are some slide screenshots comparing the disabled, CPU, and GPU options (you will see that the GPU has a bigger file size and there's an actual deband fix, but the CPU has the same size as disabled and there's no change whatsoever):

I have attached the statistics with CPU deband enable that @Secozzi asked for.
