Add hint text to service history fields #55

User story
As a Veteran filling out 24-SPRUCE, I want to understand where to find information for service history fields so that I can easily fill out the SPRUCE-24 form
Acceptance criteria
- hint text has been implemented for the 5 service history fields
- hint text follows the pattern "You can find this in section 8a of your DD-214 form"
Background:
In user research, we discovered that Veterans may not know the information regarding their service history, and that they would need the DD-214 form or their service record online to fill out the information. We also discovered that Veterans generally have their DD-214 form and therefore could use this to fill out the SPRUCE-24 form. We also have an associated assumption because the DD-214 doesn't contain relevant data for all service periods
Assumption: If service history does not pre-populate, we assume a Veteran must have at least 1 service record submitted as part of the form, but does not need to enter all service periods to be eligible for the benefit
