ci: test failure blocking the CI (test_change_shell_layers) #2424

- I am using a Python virtual environment
Description of the bug
tests/operators/test_change_shell_layers.py::test_operator_change_shell_layers_connect_enum[in Process CLayer] is currently failing on master and should be skipped until the issue is resolved
Edit: also failing for latest on Ubuntu for any and os-specific tests
