[Bug] paimon-0.9版本自行编译，执行action 报Implementing class 异常

Paimon version

在查看代码发现paimon-flink-cdc里面是flink版本是1.18.1，而paimon-flink-common，pom.xml文件是flink版本是1.20.0版本，在运行FlinkActions是报错。

flink-1.18.1, scala-2.12，java-1.8
