records: JADE raw data file indexes

Attach file indexes for all JADE raw data directories except for JAD,
JAD016, and JAD141 that appear to be empty and contain no data files.

Amend usage link to make the link relative rather than absolute so that
the link would work on the QA deployment, for example.
