Precise IR Transformation in MLIR

There's this proposal for precise IR transformation in the MLIR community:

TL;DR:

They propose to add a new category of "transform operation" to precisely specify how to transform certain operations in the IR.

This is pretty much what hcl dialect's operation does right now. We can potentially leverage this (if there are benefits over current implementations) or propose collaboration. This thread is for discussion.
