Use Black and force conventional commit

• Add a github action that checks if black (or ruff) complains
• Add a github action that checks (after squash) if commit name complies with https://www.conventionalcommits.org/en/v1.0.0/

ruff +1, linting is included as well.
It will be nice if typing can be eventually supported at some point with the like pyright or mypy.
