Add a noindex flag to the manifest

Mini App developers currently have no way to let clients know that their Mini App isn't ready to be indexed and be surfaces in experiences such as search or trending.

We propose adding a noindex ¹ boolean field to the manifest to let clients know that the Mini App at that domain is opting-out from being indexed.

Note
We think an explicit "publish" step is a better approach to avoid surfacing Mini Apps that are still in development but this would be a bigger change in the development workflow and tooling. The opt-out approach with "noindex" addresses the problem in the short term with minimal effort.
