Automatically update the version on https://git-proxy.finos.org/

Describe the bug
The https://git-proxy.finos.org/ page says "GitProxy v1.15.0 is out!" and not the actual latest version.

Expected behavior
Can this be automated or have the page the pull from a config file.

I'll adjust the netlify.toml ignore rule to include changes to the root package.json so it'll rebuild on website + package.json changes

Ok so actually it's a bit more complex. If we deploy on every change we'd currently have "GitProxy v2.0.0-rc.1 is out!" so I'll also adjust the docusaurus build to pull the latest semver tag
