openstack heat patch for floating ip - tested on citycloud

After patching there is an error - port for fortigate floating ip is incorrect defined (using nonexistent object). Changing to the form as for the ubuntu left/right works (ask for network and port, not for port direct - it is undefined). It looks the original idea was to create fortigate port and use this port later, but it was lost somewhere.
