Annotations always have empty `actions: []` when pushed via web socket

If the client is loaded as a moderator, annotations will show moderation selects.

If any annotation is updated and real-time updates are pushed and then applied, the annotation's moderation control will incorrectly transition into the badge "variant".

I think the problem is that h is sending an empty actions array via real-time updates, so when the action is replaced locally, it is no longer considered it can be moderated, so the badge is rendered instead.
