In theory, yes. But this Java version is way behind the JavaScript version and has problems with transparent shapes: as the shapes are "stacked", if you put a transparent shape (a hole) on top of a colored one, you will see only the color, not the hole.
If you don't have transparency, only black and white, it should work. But you might get better quality with a trick: fill the "Hello" with a solid color, e. g. blue, trace it, then edit the SVG file and replace the fill="rgb(...blue...)" with an SVG pattern.
