Add CI to check for Weblate conflicting changes

Weblate does NOT like changes to anything but the source language.

resources/language/resource.language.en_gb/strings.po is the source file.
Any other changes to resources/language/resource.language.*/strings.po should be banned, and a PR comment should be raised.

Should be set to mandatory check for merge.
