Ability to support reads on replica nodes

The replica nodes are not being used for reads.
The following support has to be added to the client.

1. Allowing Reads on replicas
2. Ability to refresh the replica nodes, when new replicas are added to the cluster or any changes to the replica topology should refreshed by the client.
