Can not localize Packages-menu and GitHub sub-menus in View-menu

Description

"Packages" menu and sub-menus are not localized.
Also, "View" includes three not-localized items ("Toggle Git Tab", etc.).

Steps to Reproduce

1. Show "Packages" menu
2. Show each sub-menus of "Packages" menu
3. Show "View" menu, see GitHub sub-menus

Expected behavior:
All English words and sentences in "View" and "Packages" menu are localized.

Actual behavior:
"Packages" menu and sub-menus are not localized.
"View" menu has not-localized items, "Toggle Git Tab", "Toggle GitHub Tab", "Open Reviews Tab".

Additional Information

TODO

1. "File" tab, which has only "Reopen Project", sometimes appears at the right side of "Help" menu.
2. I can not test on macOS and Linux. Please check all menus on macOS and Linux!
