Description
Check topic list from Sasquatch rest proxy url, SASQUATCH_REST_PROXY_URL/topics (eg: https://data-int.lsst.cloud/sasquatch-rest-proxy/topics) then run Dispatcher.create_topic() if one does not already exist.
