make the submission process less 'linear'

Currently, submitters cannot move onto the next step of a submission until they previous step is complete and valid.

This is unrealistic for some as the individual withe study, data, or metadata may be different people.

The proposal here is to allow a submitter to move onto the next step even if some steps are invalid but prevent submission until the full submission is complete. And to break up a submission so the sections are captured individually as opposed to as a single submission.

I think there's some thoughts from @pkalita-lbl that (as far as I could find), aren't in an issue yet. It would be good if you could get your thoughts and suggestions here PK.

The renewal has a milestone for improving this interface and flow overall, but I think for this, the goal is just the requirements to move ahead as part of allowing multiple submissions in a single study.

That's correct. It's something I've voiced opinions about but I've never made any concrete suggestions
