Compiling instructions needed for Cygwin for Windows OS

I've tried looking into compiling via Cygwin to use the latest version of Skyscraper directly in Windows OS but with no success as yet. Cygwin is installed and ready to compile and I've tried running Skyscraper via WSL2 on Windows 11 but no real success

Last version for Windows OS was 3.6.12 so quite a few revisions behind the latest additions. I can then verify it works via Windows 10 and Windows 11

I'm willing to compile revisions for Windows OS to free up the time needed to compile for Windows OS, maybe not immediately updates are released, but hopefully not far behind

I need help to compile or better still a quick step-by-step guide list of what is needed to compile via Cygwin on Windows OS and hopefully I'll work the rest out
