[verify] Not reporting error on reverification when file does not exist in the archive

Describe the bug

When run re-verification the verify service does not report any error (in logs) when the file does not exist in the archive bucket.

Steps to reproduce

Run re-verification of a file that doesn't exist in the archive.

Expected behavior

• Proper error should be reported when the file does not exist in the archive.
• Tests verifying the fix are added

This is probably not a bug. The reason is that for some old files, file_id are not the same as archive_file_path. Can be closed if there's no other finding.
