Support parsing `GNEDevices` from v33 files

This is part of #31, but it's not added as part of #47 because i've no example of a file that actually has this data and it's a little to complex to be confident of getting it write just from the docs... and if no files actually have it then we can wait til it's requested / someone needs it / we have an example before adding it.
