Support parsing the datetime

Thank you so much for this wonderful package. It is by far the only package that works with the PSSE v30 format, which many ISOs are still using. I am just wondering if you could add an additional property `datetime` to the `network` struct to include the reference time, normally at the end of the first row. I can image it will be super useful to keep track of model versions.
