Examine how leader material changes over time and space to get a sense of how we can best account for these changes in the BRTs. Do all boats generally do the same thing and change between material at the same time? Is there a need to account for leader in our gridding data, or can it be a monthly factor? How does the data align with the proposed and effected rule prohibiting wire leaders?

I looked at the leader material using the same approach as I used for bait. There's a pretty clear switch that should make it straightforward to create a monthly factor. The figures are appended to the bait figures.
