Correlation of effort with climate indices

Update analysis of how regional fishing effort covaries with climate variability indices. Handy for making sense of BRTs.

I put together a few different ways of looking at the relationships between effort and the various modes of climate variability across each of the regions where the fishery operates. The very short answer is that effort is generally anticorrelated with the PDO and NPGO and that neither effort nor the various phases of each climate mode are evenly distributed. I think this makes it challenging to answer our questions and also provides some insight into the BRT results.
