OpenStudio Results Report html is sometimes Garbled

Issue overview

When I open the OpenStudio Results report (and sometimes the EnergyPlus Results report) html files using a web browser, the report loses formatting and the table of contents gets stuck in one place:

Steps to Reproduce

This happens all the time, it is not model dependent. And it happens occasionally with all web browsers. I have had a hard time reproducing the bug. Sometimes it works, other times it does not. It does seem to happen more regularly when using Firefox browser and less regularly when using Chrome or Edge.

1. Run the model and view the OpenStudio Results on the Results Summary tab.
2. Open, to view the html file, using Firefox.
3. Sometimes if you go back to view it in OpenStudio, the Results Summary tab starts to show this same bug.
4. Sometimes if you save the model, close OpenStudio, and reopen it and try to view the Results Summary tab, the bug shows up.

Context

It is mainly just annoying. I can normally resolve it by re-running the simulation. I have started to print hardcopies of the reports so I do not have to rerun the simulation every time I want to review the report.

This is very odd, I suggest using the developer console to see if there are any errors or clues on why the html does not load correctly: https://www.debugbear.com/blog/use-chrome-devtools

In any case, this is an issue for either the https://github.com/NREL/openstudio-common-measures-gem or https://github.com/NREL/EnergyPlus, OpenStudio Application does not create these html files, those are created by the openstudio_results measure or EnergyPlus.
