I found the Arduino libraries for interfacing with the F4 across various busses, but where can I find the STM32 HAL / SPL project for the F4 itself that is communicating with the LTE module?

Which board are you asking the question about?

There is no STM32 HAL project that communicates with any LTE modules - it is usually handled by a bit of JavaScript.
