Re: FileNotFound Error when adding packages (Issue #8854)

I ran into something very similar this morning but could not downgrade my Python as that user ended up doing.

I popped into the shell and tried installing manually. Pip gave me a much more helpful message regarding long filename support on Windows 10+. I changed that, rebooted, and all the installs started working correctly.

I'd appreciate it if someone could go in and update the issue with that info as it's currently locked.
