chore: update documentation for Otron Agent label handling

- Added clarification in `generate-response.ts` regarding the Otron Agent's label detection, specifying that users do not need to comment on label additions as the agent will automatically recognize and respond to changes. This improves user guidance and streamlines interaction with the agent.
