Build GPC compliance functionality into OptMeowt #508

I am opening this issue as a long-term option. We could build GPC compliance functionality into OptMeowt. A simple version could be that whenever a user navigates to a new site, OptMeowt checks the crawl data for the site's compliance status, if any, and surfaces it to the user in the OptMeowt UI.
