Notifications: improve styling of close icon #613

I think many users are missing the close button icon in the notification, it's really common to jump into impersonate and see a dismissable notification lingering around. The close icon is fairly easy to miss. This is just a guess though, I haven't had any firm advice from users on this.
This might be able to be improved at the template level but it might need to be fixed at the CSS level as .close.icon is special inside a .ui.message.
