Shop Codes not working #77

Issue:
To be more specific about this, whenever I use shop codes/Nookling upgrades it does not seem to work and the Main street shop Unlocker does not seem to work for me as well. I tested every other cheat like the fill encyclopedia stuff and it works but stuff like unlocker doesn't as well as the one that fills the museum collection. Has anyone here had the same issue or is it just me?
I am running the latest CFW update that Luma has to offer and latest version of the plugin and ver. 15 of ACNL:WA
