How to keep package cache even after final installation.

I would like to install packages after-the-fact. In terms of overrides, it is not a problem because of tmpfs and overlayfs.

However, attempting to install a package is always causing a bunch of internal dependencies to be reinstalled unnecessarily. I have tried copying /var/lib/apt over but it does not have the intended result.

Oh wrong directory is actually /var/lib/dpkg.
